    Just recently started having problems with Internet Explorer along with any other programs that use windows explorer (like control panel, etc.).  When these programs are trying to start a dialog box pops up really fast saying that windows is trying to install, but it doesn't say what it is trying to install and then it just disappears and everything seems to be as if these programs were never trying to start. everything works as normal when booted into safe mode.
    Computer is running Windows 2000 Pro w/SP1
