What is the format of the partition? Are you putting these files
into subdirectories, or just dropping them at the root?

[FAT partitions have a limit on how many entries the root directory
can hold. Not sure if NTFS has the same limitation, but FAT
partitions converted to NTFS tend to wind up with tiny cluster sizes
which *might* produce an effect like this as well.]
