Maybe I don't understand the question, but...:
I use MS Fax with any of my word processor, text editor, free
cardfile program, etc.  I just do a "print", and then choose MS Fax
as my "printer" from the dropdown in the printing dialog box.  From
then on, MS Fax asks me for the phone no., etc.  The wp also gives me
much greater formatting possibilities than I would expect from a mail
and news program.
You may first have to set up MS Fax as a printer from Microsoft
Exchange, also at no extra cost from the Win95 CD-ROM, I think.  I
don't remember.  If that stage is your problem, repost.
If you have no wp, text editor, etc., you can download the free
version of NoteTab from http://www.notetab.com/ or
http://www.notetab.ch/ .  Highly recommended.
