I have actually come across this several times, pulled my hair out by the
roots trying to get it fixed. On one occasion, the content advisor had been
set by a client and password forgotten. One occasion content advisor was
set by a client and no matter what she did, she couldn't disable it. The
other activated for no apparent reason (gremlins probably). In each case,
I've had to back up data and reformat. That worked (wee!!!)
