Assuming the information you want is not copyrighted...
the basics for what you are describing are fairly straightforward.

Once you have the desired web page displayed in your web browser,
click VIEW -- SOURCE which will open a new window that displays
all the text of the current file.  Now you can click and drag the HTML
you wish to copy and then click the EDIT -- COPY menu.

Once that is done, switch over to Front Page Express, place the
insertion point where you want the code/banner to appear and
click INSERT -- HTML MARKUP.  Now (on the keyboard)
press CTRL+V to insert the copied html into the window.
Click OK and you should now have a copy of the banner.

The proverbial fly in this ointment, is......
if you don't know HTML, how do you know what needs
to be copied out of the original page.......
