You need an OCR (optical character recognition) software application.  It
looks at an image and exports any text it can recognize to a file that you
can edit.  Your scanner may have come bundled with one, although you may not
have installed it from the scanner's cd.

How do I edit a document that I have scanned and saved in Word document
