The following opens Explorer with all the drives collapsed.
Here are the exact steps required for a Win95b system.
(Default, "original" desktop view.)
Make a shortcut as described below.
Right click on the desktop.  Click "New", "Shortcut".
As the Command line, "paste" in the following:
C:\WINDOWS\EXPLORER.EXE /n,/e,/select,C:\
(Notice there is only one space, after exe.)
I called mine "Explorer Root", and would definitely change
it from the name suggested by Windows...
If you want this shortcut available on the upper half of
your Start Menu, Click and hold the mouse on the shortcut,
(left or right mouse buttons, in this case),
and drag it over to and "drop" it onto the Start Button.
You may then delete the shortcut from your desktop,
 (in this case), if desired.     Rick Glazier
