This is a somewhat difficult procedure, and you may be better off with a
reinstall.
You don't need to back up everything-just the documents and settings you
wish to save.
To boot from a CD, you enter Setup when the Computer boots. This option
is displayed on the screen at boot time, and usually requires that you
press a key such as Delete or F2. This will lead you to the setup screen
where you will se something like "Boot Options" where you can specify
"CD ROM" as the first boot device. Change this back to "Hard Drive" or
"IDE Device" when you're done.  Just note what's currently specified.
You may be required to "Press any Key" to boot from the CD.
If you tell us the model of your computer, we can be more specific.
You will also need to visit Windows update upon completion of the
re-install to get all the patches and updates which will prevent this
from happening again.
I'm not a Norton fan. You may wish to get AVG free and install it when
you're back on line.
I dodged a few mortars in  my time, so I empathize with your situation.
