In fact, the applications will only appear for users whose profiles
include them, unless they are included in the special "All Users" profile.
(More and more software is coming with installers that are smart enough to
ask whether the application should be installed to a single profile or for
all users of the machine....)
Setting permissions on the folder can prevent access by users navigating
via the Windows Explorer instead of relying on the Start|Programs menu, so
it's a worthwhile additional step.
