I am not sure if you got a response yet but here is something you can try. Go into Outlook Express, from there click on tools and then options. Go into the security tab and make sure that there is no check mark in "Do not allow attachments that are potentially......." This should do it for you.

Subject: [PCSOFT] Outlook Express Question
When I try to forward or create messages with pictures or graphics in them, the pictures or graphics don't go with the messages but show up as a box with a red x in it. I also receive messages with the box and red x that I cannot open. I am fairly certain the problem is in the Outlook Express program but I have tried every setting I can think of that might be the problem and nothing helps. Can anyone tell me how to fix this problem?
