Are you sure that the registry backup was made at a date before any of
these problems started?
How did you reinstall W98? If over the top, that won't do much good, as it
only replaces much the same registry as you already are using, so it's
likely any current faults may be reinstated.
Try a new install---first copy your Windows/System folder to a place
outside the Windows folder. The System folder contains many drivers and
files which you may need later. Also copy anything else from the Windows
folder that you might need later. Better still, if you have room on the
HD, just rename the whole Windows folder, then close and reinstall Windows
from a boot floppy.
You will, of course, have to reinstall many of your programs. But if you
have a good system of regular registry backups, you may be able to
short-circuit this by replacing the "new" windows registry with a known
good backup.
The other point you should realise is that early versions of IE6 were
notoriously buggy with Win
95/98/ME. Maybe you just have a bad version of IE6, or one which is
incompatible with your particular system, in which case you should install
an earlier version. Or you could try downloading the numerous patches for
it, which might make things better or worse.
If none of that works, then you may have to face up to a reformat. Don't
forget to backup everything important first, such as mailboxes, favourites
folder, data and personal files.
