Dave,

If you haven't defragged the drive, that would be my first step.
Start-Programs-Accessories-Systems Tools, or My Computer-right click the
drive icon-properties-tools.

to 40 seconds to delete a file or folder (even an empty folder) using
Windows
Explorer.
