Insert a Continuous section break at the top of the first page of the
document. Go to your first page footer and insert the page number in the
center. In the header of the second page, insert a page number right
justified and deselect "Same as Previous" in the Header/Footer toolbar. If
there is a number at the bottom of page 2 now, delete it. At the end of each
chapter, insert a Next Page section break, and now the pages of each new
chapter should be numbered the way you want.
