This won't help much but it's my 2 cents worth.
I have W98 and have removed the logoff option some time ago.
I believe I did it with a freeware program with a name that started with X but I don't have the program anymore or remember much about it but I am sure you can find others that will help.

I haven't tryed it but if nothing else turns up it may be worth a look. It is two .reg files.
