It's a common problem, and can be a real pain.
You have to completely uninstall and reinstall Flash--just reinstalling
doesn't work, nor does uninstalling in the usual way.
To uninstall, you need to download a special uninstall tool. Google "Flash
uninstall tool" will locate it.
Then install the latest version again.
The cause of the problem still seems, after several years, unknown to Adobe
developers.
