There is actually a more elegant solution here.  All Hayes-compatible
modems have an "S-register" that controls the amount of time the modem
waits to get a dial tone.  I don't have the time at the moment to look it
up for you folks, but that should be no great feat.

Find the correct register (and the units of measurement it uses, whether
it holds a value in seconds, miliseconds, etc.) go to Control Panel,
Modems, Properties, and the Advanced button, then enter a command in the
"Extra Settings" field (I'm looking at dialog boxes for an NT machine at
the moment, but Win9x is similar) and add the command "AT Sxx=yy" where
"xx" is the register number and "yy" is the new value for the register.

Something else that I find helpful when I'm in there tweaking is to
decrease the length of the individual touch-tones themselves, thereby
speeding up the dialing just a bit.  That command is "AT S11=60", or if
you're combining both commands together, it would be like this:
"AT Sxx=yy S11=60" (and for that matter, the spaces aren't necessary,
either).
