Control Panel is accessed from the start menu icon (Globe). See
Programs and Features.
MSE is an AV/Spyware remover, so don't replace it with a Malware-only
app like Malwarebytes.
Malwarebytes is good, but I've had better luck lately with SAS. Run a
full scan.

Look in Programs and Features for a removal entry for this spyware.
Look also in Msconfig for an entry that might be related.
Some of these programs can be difficult to remove, and I don't see
any references to this one in a Google search. Editing the registry
probably won't help until you've identified the relevant entries.
