When you go to add and remove programs in control panel you have to
click on the Windows Programs tab in the left column then scroll down to
Windows Messenger and un check it and precede from there.
What I cant tell you is if that will cause you any problems by not having it

By default Windows Messenger is hidden and not available in the
Add/Remove panel.
Hence the edit of the C:\WINDOWS\INF\SYSOC.INF file

I thought "shoot the messenger" only had to do with Administrative
Messages/Alerts posing as SPAM sent in a particular way.
Not pop-ups in general.
It can be fixed by blocking UDP traffic into port 135.

Shoot The Messenger from http://www.grc.com/stm/shootthemessenger.htm
re Windows Messenger Service (NOT Windows Messenger)
*From the website:
The first thing to understand is that the Windows Messenger Service is
completely different from, and not in any way related to, "MSN
Messenger", "Windows Messenger", or any other well-known instant
messaging system. Therefore, disabling the Windows Messenger service
will have no effect upon your use of any other instant messaging
applications. They will continue to work without trouble.

I hope this clarifies the issue.
