I went to the directory (under Owner/Local Settings) where the temporary internet files are stored, but I could only view maybe one out of a hundred.  Is that why they put them in as www...../ files?  (they SAY they are "txt" TYPE files, but they have no text extension and right clicking the file to view it doesn't work).  Show extensions is ON.  If I open notepad and navigate to the folder, it shows no txt files anywhere in that folder or in the "cookies" subfolder.  It does however show a bunch of "temporary" (empty) folder structures where I was doing zipping and backups, and which should not have been left there.  I have set to empty the temporary internet files whenever IE closes, but that is not happening.   I grow more disenchanted with this operating system day by day.

Actually, that is exactly how you can open them. The file is a .txt and will
open with notepad or whatever application you have associated with text
files. You just go to the cookies directory and select the file you want to
open.
