Lew,

I am guessing that you mean when you view a web page and click a link
that opens a new copy of the web browser, the new copy is not always
full screen.

If that is what you mean, then the answer is that whoever designed
the link included instructions in the link to open the file in a new
window and also specified the size of the window.
