I use Outlook Express and have it set to check my mail every 5 minutes.
Just go to Tools/Options/General and check "Check For New Messages Every"
and set a time.  As long as I have OE open it will automatically dial and
download if I'm offline.  You can set it to dial, download and hang up also.

There are no settings within Outlook Express that allow for "Autodownload"
What external program is your friend using to activate OE and what
does the command line string look like.
