The restore option can be disabled, but the proper way to downsize the restore file size is as
follows:

In control panel, double click 'System' icon
Choose 'Performance' tab
Click the 'File system' button at the bottom under 'Advanced settings'
Choose 'Hard disk' tab
Look for 'System restore disk space use"
Slide the slider arrow to the far left for minimum disk space usage.

This will decrease the size of the restore folder.
