When you say "queue" I assume you're referring to an e-mail in one of the
Outlook Express (OE) folders. I think the easiest way to do this is to
locate and select (click and highlight) the e-mail you want to send as an
attachment. Then click "Message" on the menu at the top and select "Forward
As Attachment". You will then have a new e-mail with the subject message
attached.
Note that this method will not work with a message in draft format. To send
a draft as an attachment, first save it somewhere (My Documents?) by
selecting it and from the menu at the top, select "File" then "Save As...".
Then in your new mail, from the menu, select "Insert" then "File
Attachment...". In the window that appears, navigate to where you saved the
draft and select it.

Is there a way to compose an e-mail message and attach another e-mail to it
from your queue? I try punching the "Attach" button in the tool bar, but I
don't know where to go to find the e-mail message in my queue (what
sub-folder, like a regular file). Can I attach an e-mail right from my
queue, or, if I have to go searching for my e-mail queue in some sub-folder,
where do I look?
