I can believe that.  But at one time, something happened that recorded a
blank setting key in your registry.  This will be difficult to find unless
you can look in the search section for a window name that opens.
check out this microsoft site:

also search the registry for this key:
HKEY_LOCAL-MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

If the value data for this entry is null or appears in Registry Editor as
Quotation marks, you may experience the problem. To corect the rpoblem,
change the value data to match the entry above or delete the entry that is
null.
BE SURE TO MAKE A BACKUP OF REGISTRY before changing anything.
To restore to original, just go to the backup registry file and doubleclick
it.
This is my experience in W2k.
