I once fixed bad SECTORS, (which is not the same as CLUSTER, which is
a group of sectors), when I was formatting a drive by using the
/c switch, ( format c:\ /s /c ). The /c tells Format to test sectors
previously marked "bad". When Format was finished, it told me that it
had found bad sectors and fixed them and scandisk showed no more bad
sectors. But I haven't used that old drive much since then to know if
the fix worked permanently.

But since you're asking about bad Cluster, I don't know if that tip
would work or not.
Go to MS-DOS Prompt and type format /? to see all the switches.
Of course, Format deletes everything off the partition - you only want
to go that route if you're ready to reinstall everything anyway.

Spinrite is supposed to extensively test hard drives and repair them
if it can, but at US$89, probably not worth it for one bad cluster:
