During upstart all programs in your start-up menu execute. If you have a
folder inside your start-up menu a folder cannot execute - instead it
opens, giving you the option to execute the programs in the folder.  I just
learned about this feature and I actually think it's a pretty neat and easy
way to control the start-up process.
But if you don't want it, and you do have a folder called programs inside
your start-up folder just move it elsewhere.
