After trying for days to visit the sites Microsoft references for SP4 retrieval, I
found one that wasn't overloaded with "too many users".  Unfortunately, I can't
determine which file serves which purpose(s).  The address is
ftp://198.105.232.37/fixes/usa/nt40/ussp4/

Does anyone know of a document that explains all of the offerings?  Until I know
better, I am just going to download the big one 88MB (NT4Y2K4A.exe).
