It is my understanding that these folders are associated with updates,
service pack files, and hotfixes.  What I do is delete them once they are
3-6 months old, and I'm certain that I will not to use "Add/Remove Programs"
to remove one of the fixes that was applied.  The Microsoft Knowledge Base
Article that I found that may be of interest is 290402 (just enter that in
the Support, Knowledge Base, field near the bottom of the page.

I prefer GoBack 3.0 to XP's System Restore, but to reduce the amount of hard
drive space used, you can simply right click on "My Computer," click
Properties, then select the System Restore tab.  Then for those
drives/partitions being monitored, move the slide to the left to reduce the
percentage of hard drive space being used by system restore.  I don't think
the $NtUninstall folders are related to System Restore, but not sure on that
one.
