"tn3270" is indeed a program. As I recall, the "Help, About" said it
was from a university. A search on TUCOWS shows two programs, one
looks like a later version of the software I used, called tn3270 Plus.
The other is named Mocha W32 TN3270. Neither match your qualification
of being free, but are shareware at $40 and $25, respectively,
according to TUCOWS.
I used to use an IRMA board (made by DEC, I think) which plugged into
an ISA slot. More recently, though, the software emulator did the
conversion without need for the hardware, just used the network
connection to the server, then on to the mainframe.
