Could you explain a bit more?  In OE there are Accounts, which refers to
your news and mail accounts.

Then there are Identities, which is the name of the person who owns the
accounts.  To switch identities, you go to file>Identities and chose switch
Identities or mange Identities if you want to create or remove one.
You can have many identities in OE,  and you can also have several different
mail and news accounts.

Are you changing Identities and finding no mail or news settings for the
other identity?
Could you be more specific as to just how you  are reaching the empty
window?
