Loy,
I think you have the right idea - anything in the temp folder can be deleted
as long as it's not currently in use - and if it is it'll be locked by the
program using it. What I usually do is delete all the files older than today
(or whenever I last rebooted). Including any subfolders (install programs
often create them).
