This occurs when an Internet shortcut is selected. Windows Explorer will
then "pre-download" the Web page in anticipation of your executing the
shortcut. The result can be seen as a thumbnail of the Web page under
"Details" on the left side when the folder tree isn't shown. If the
"Folders" option is not shown on the toolbar, it can be added by right
clicking the toolbar and choosing "Customize...".
This action alone is harmless. To my knowledge it doesn't attempt to access
the Internet for any other reason. If anyone knows otherwise, perhaps they
will enlighten all of us. If you are using a firewall that detects it's
attempt, it's a matter of personal choice to allow it access or not.

I have never had Windows Explorer try to access the web. I would think
something was terribly wrong, if it did......not that it would mean there
was, but I've just never heard of this before. I just went and looked in
Tools in Explorer and see no place to set it not to connect to the web.
Where did you do that? (I want to make sure it doesn't happen.)

Most of the time, Windows Explorer has no business trying to "phone home."
I have it set to "NO" and if it's an instance where I am trying to do
something with it that is internet related, then I give single-use
permission. I think it has given up, I don't remember the last time it
asked for internet access.
