Well I would go to a dos prompt and type the following:
msconfig.exe. (In Win98SE) There you can see exactly what is running in the
startup folder and adjust
accordingly. The amount of time the splash screen appears depends upon the
amount of programs pre-loading on Windows start-up and the number of
commands in the sysedit files.
