There's a safe to find out if ANY files can be dispensed with.  Open the folder containing the suspect file and create a new sub-folder.  Call it 'dumped' or something similar.  Now move the file into it.  Reboot your PC.  If your computer functions ok without the file - you don't need it.  If there's a problem - put the file back where it was.

But be aware that many different applications might include a file called 'loader.exe' - it's not a unique label.
