Type your error message into Google.  You'll get over 14000 replies.  One
of them is bound to at least give you a lead to your problem.

As you didn't mention which program, can't be more specific.  Maybe type
that into your search too.

Seems you'll have to identify which service is acting as the blocking
agent. If in doubt, go to http://www.blackviper.com/ and check out his
articles on how to configure Services in XP. Start by disabling all
non-essential services.
