Different printers/fax machines etc have different printable areas.  So
that on one printer you may be able to set the margins at zero, another at
0.1 and a third at 0.25.

Laser printers, ink jet printers and fax machines are not always
manufactured to print all the way to the edge of the page.  When any
application prints the print driver checks the minimum margin requirements
and if your document is outside that it will generate the error you see.
