  I think that it, like the "Network" applet in the Control Panel,
will exist if you have any of the networking components (e.g. Dial-Up
Networking, TCP/IP, or whatever) installed.  It should be visible in
the left (tree) pane of a 2-pane explorer window, under the Desktop.

  TweakUI can let you hide some of the standard desktop icons --
could that be what's happening?
