The JPG format allows for changes in the amount of compression used to
create the file. Usually, these changes are user selectable, but in some
programs they appear as presets, such as Good, Better, Best. Obviously,
one program's 'Best' setting may not correlate with another program's
'Best' setting, and programs that allow entering direct numerical
compression values may not correlate well at all with the generic
methods named above. The better programs allow the user to specify the
amount of compression versus quality. That's the key: With JPG, you can
have high compression, or high quality, but not both. You're trading
some of one to get more of the other.
