Mark,

DOS 6.x included an UNFORMAT.EXE which was designed for just your
situation.  There are several third party versions also.  Most notably
Norton Utilities.

Unfortunately, because you shut down the PC _during_ the format operation,
it did not have a chance to complete, so there is a good chance that you
now have a split FAT - part new, part old.  I don't think that any of the
utilities will be able to deal with that.  I think you will find that you
need to redo the format and then use a disk/sector editor to recover the
data.

WARNING:  try the unformat FIRST.  If you attempt a second format, then
you will never be able to get back to the original FAT.
