It "sort of" sounds like you used to use Packet Writing of some sort...
Most of the following DOES NOT pertain to Packet Writing...

There are many twists and turns in this subject matter, and with-out
more info "up-front" I am limiting myself to a description XP's built-in
"burn to CD feature".   (The one that comes free with XP.)

Do the following from MY COMPUTER, (not control Panel).

Insert the CD disc you want to check into the CD burner drive.
Re-boot.  (Make sure this is NOT a bootable CD - <grin>).
(This may seem like over-kill, but I have had drive label and
Properties refresh problems going back as far as I can remember
-or noticed-  in all versions of Windows.)

Right click the CD burner drive.
Select properties.
See what the file system is listed as.  (UDF,  CDFS, "unknown", ???)
If CDFS, continue all the way to the bottom of this message.

Also, while there,
Check the properties of the CD Drive (burner) to see if there is
a Recording Tab. Select that page and see if "enable CD Recording
on this drive" is checked and/or present as an option.

If this TAB is not present, the drive may not be strictly compatible with
this specific feature of XP.
If it is present, note that ONLY one "burner drive" can be set up/(selected)
at a time for this function.  (You may have the disk in the wrong burner.)

If all the above is "OK", here is "one way" to accomplish your goal.
The following only works if the CD has not been formatted in any
special way by "any" program. (There are a few different programs,
and most are not compatible with each other, or even different
version numbers of themselves...)

Save the file to the HD.  Right click on it and hit the "Send To" option.
Select the "burner drive" (it will have a drive letter).
A link to the file will be stored in a list of files to burn later to the CD.

To burn this collection of files/links (or one file) to the CD, open
"My Computer" and select the CD Burner drive.
It will show you the file list. (Note they are "shortcuts".)
Click on "File", then "Write these files to CD".

I this saves the files as a "session" in CDFS file system (ISO Mode 2).
This is better and more reliable that Packet writing (UDF) a CD.
Note that you can NOT add sessions to an "old" CD if it has been
previously recorded in ISO Mode 1. (No mixing of modes.)

Note the reason for using a session, and burning in "batches", is
that there is a lot of "overhead" in burning this way. (12-15M per
session, as tested just now with a CD-RW).

Talk to anyone that has suddenly lost ALL their data using
Packet Writing (UDF) and decide if you would rather go that route...
(The pit-falls and incompatibilities are nearly endless in Packet Writing...)
