Maybe. "Boot" -- short for "bootstrap" -- is the process by which
the computer is initialized and the Operating System is loaded into
memory. "Start" might refer to any program; when it refers to the
OS, there may not be much difference between it an "boot".

SOME of the time, when it says "Restart Windows", this *may*
indicate that it is able to achieve the necessary changes simply by
reverting to "real moe" -- the mode the processor first comes up in --
reloading Windows into memory and switching back to "protected
mode". In these few cases, restarting Windows does not involve a
full reboot of the system. [These cases are relatively rare;
although rebooting takes longer, it's easier for programmers to
trigger.]
