Didn't see any other answers, so I'll tell what they are on MY system. (WinXP-Pro)

The Windows Update Setup Files folder (on my system) are the base install files
for MSIE6. You might see a file that is named "This folder is safe to delete.txt",
and another "ie6setup.exe"
IF SO, and the CREATION DATEs are all the same, I would "guess" that is what
your files are too...  (There are no guarantees though...)
Note that IF this is the original install location of your Browser, and you delete
these files, you will have to download them again if you need to do a repair
and/or re-install of MSIE.
Rather that delete any files from your system, it is always safer to move them
to a different directory and see if anything screams bloody murder...
(Better to have them still around and "easy" to put back.)

The "Windows\Downloaded Program Files" have to do with "Java~" and
ActiveX controls. I would leave them alone unless you want to break things.
