Try Programs>Accessories>System Tools>Tools>System File Checker>Extract one
file from installation disk. At "Browse" go to the Outlook Express
directory and find the MSOE.DLL file and highlight it. Make sure that your
Win95/98 disc is in the CD rom drive and click on OK. I had the same
problem and that cleared it up.
