If you don't mind that it will be the UP arrow instead of the DOWN arrow,
you can indeed use the DOSKEY.COM command.

I've put the following line in my autoexec.bat :
LH /L:1,6384 c:\windows\command\doskey.com

I'm not sure that I understand the meaning of the flags in the LH (Load
High) command (any comments?).

Anyway, this line should work if you installed Windows in the default
directory.
