Without more info, could be about 1000 possible causes.

What's your experience?  Which browser?  Computer details?  What
OS?  What's performance like offline?  How full is your hard drive?  Is
problem sudden, or gradually getting worse?  Do you reboot into Safe Mode?

Rebooting straight back into Windows is likely to have compounded the
problem, to the extent that you will may need to either restore registry
and/or reinstall  browser,  reinstall Windows, or reformat and reinstall
everything.

If you could supply more details, some specific advice may be possible.
