I have seen symptoms like this on RARE occasions, and it has seemed to be
a problem either with the microprocessor inside the keyboard itself OR
the keyboard interface circuitry on the mobo. acting as though a special
key (CTRL, ALT, Win, etc.) was permanently held down.
Try physically changing out the keyboard for a new or known good one, and
see if the problem goes away. Of course, it is at least SLIGHTLY risky
(but opinions differ on this, so let's not get into a big argument here) to
unplug or plug-in a keyboard while the PC is on, so it is recommended
that you shut down the system first.
