Autostitch which Peter mentions does a great job---but I'm not sure if it's
free any more. It works both horizontally and vertically, whereas most of
these progs only stitch horizontally. Search for "stitching" software.
Last I saw, its University developers were looking for commercial
sponsorship for the software.
If it's a one-off job, they probably still have a demo version which was
time-limited but otherwise fully functional.
It's not infallible, but one of the best I've found.
I'm not sure whether it works with .gif--you might have to convert them
first to .jpg with Irfanview or similar.
