The easiest way I've found is through the registry.

HKLM\SOFTWARE\Microsoft\Internet Explorer\Main\Start Page
HKCU\SOFTWARE\Microsoft\Internet Explorer\Main\ChannelsFirstURL
HKCU\SOFTWARE\Microsoft\Internet Explorer\Main\ChannelsURL
HKCU\SOFTWARE\Microsoft\Internet Explorer\Main\Search Page
HKCU\SOFTWARE\Microsoft\Internet Explorer\Main\Start Page
HKCU\SOFTWARE\Microsoft\Internet Explorer\Main\Start Page
Change these to anything you'd like. I set mine to Yahoo.
And as a side bonus, I don't get that camera pop-up anymore either.
