This is typical if 1) the receiving PC doesn't have enough
bandwidth to receive the video frames quickly enough
[typically a dialup connection] or 2) the video server is
overloaded and cannot transmit the frames quickly enough.
Sites with live "video" that looked like a series of
still shots using dialup move at normal speeds now that I
have broadband connection.
