It doesn't stop all the programs loading from such things as ini files and
the registry but what I think you're looking for is to press and hold down
the Shift key as soon as you see the Windows splash screen loading when
booting up. Hold the key down until Windows has completely loaded. You will
only those few independently loading programs (ini and registry) in memory.

Note that if you hold down the shift key BEFORE you see the Windows splash
screen in WIN98, it will boot up in Safe Mode - not what you want.
